Here are the details of the payment structure of Passenger Service Facility Charge (PSFC) and Passenger Security Service Charge (PSSC) that we collect from airport users.
1.Purpose of use of the charges
A passenger service facility charge (PSFC) and a passenger security service charge (PSSC) are collected from passengers who use Narita Airport. The charges are used to cover the cost of maintaining common areas in the passenger terminals, providing passenger information, maintaining security and ensuring that our customers can use Narita Airport in comfort and with peace of mind. We ask for your understanding concerning these charges.
What is Passenger Service Facility Charge (PSFC)?
PSFC is used to cover the cost of maintaining and managing the lobbies, elevators, and other terminal transportation facilities as well as the flight information system and various other facilities. It is also used to provide baggage carts and passenger information services.
What is Passenger Security Service Charge (PSSC)?
PSSC is used to cover the expense of providing services, such as security checks and baggage inspections, as well as passenger terminal security maintenance to ensure passenger safety.

2.Passengers on international services
(1) Departing passengers
Including passengers connecting from a domestic flight to an international flight. Charges are not collected from passengers arriving on international flights.

(2) Passengers connecting between international flights
The charges cited in (2) apply to passengers who arrive on an international flight from an airport other than Narita Airport and depart from Narita Airport on an international flight on the same day (passengers departing at a later date are subject to charges cited under (1) above). Transit passengers are subject to charges that apply to the terminal from which their connecting flight departs.

- The above charges are inclusive of national and local consumption taxes.
- If you save the following PDF file together with your boarding pass, etc., you will satisfy the requirement under the invoice system and can receive a tax credit for consumption tax on purchases.

- Charges are paid with the air fare when the ticket is purchased.
- A child traveling on an adult ticket is subject to adult charges.
- Children under 2 years on an international flight and under 3 years on a domestic flight traveling on a child ticket are subject to child charges.
